If there is an agenda behind every new legistration? What is the agenda behind the new dog legistration laws? By the way, I have not yet read the entire legistration law, but saw the headline that more dogs are abandoned or given up. The few details I glimpsed from from the straits times article are as follows.
1) Maximum fines at $5000, up from $500.
2) Licence fees for unsterilised dog at $70, up from $14 for male dog.
3) Licensed dogs have to be implanted with a microchip
So, taking that and the facts that
1) Only dogs weighing less than 10kg and 40cm in height are allowed for HDB flat-dwellers
2) Licensed dogs now number about 51,000, and Ms Moss, SPCA executive officer thinks the number of unlicensed dogs is similar.
It means that there might be around another 51,000 dogs that are still unlicensed. To whom does these dogs usually belongs to? The stereotypic image that is often in my mind is that of… two happily married couple, living in HDB, with a beautiful dog.
Ops! Where is the babies? No babies!? Well, well, well, the dog is their precious little baby. So, lets make the cost of the keeping the dog higher, and impose more inconvenience for them. Make them feel that keeping dogs are more troublesome than… having a baby! Woohoo! So we are going to get more babies with the dogs gone!
